Jeff is a Pennsylvania Licensed Professional Geologist with over 30-years of experience conducting geologic, hydrogeologic, and geotechnical studies for the U.S. Geological Survey and private consulting firms.  He has extensive experience locating and testing high-capacity public water supply and irrigation wells under the regulations of the Delaware River Basin Commission and the Pennsylvania Department of Environmental Protection, and testing of private water supplies within the jurisdiction of local Health Departments and Townships.  He has conducted fracture trace analysis studies to locate groundwater sources for clients in Pennsylvania, New Jersey, New Hampshire, and several countries in Africa. 

Jeff has designed and managed all aspects of detailed hydrogeologic studies required for Act 537 Planning Module preparation.  This includes layout, testing, and sampling of shallow monitoring wells, data interpretation, and reporting required for permit authorization of community based on-site septic disposal. Additionally, he has completed groundwater mounding and nitrate-mass-balance analyses for numerous projects in the southeastern, northeastern, and central regions of Pennsylvania.    

Jeff has conducted numerous geotechnical investigations to determine site suitability--investigating subsurface conditions as they relate to the design and layout of residential subdivisions, commercial/industrial developments, stormwater management facilities, and associated infrastructure.  He also has significant experience conducting inspections to determine soil and rock conditions prior to footing installation. 

Jeff has completed a substantial number of karst (carbonate) investigations, and has evaluated and supervised remediation of hundreds of sinkholes in the areas of Pennsylvania underlain by carbonate bedrock. 

Jeff has testified as an expert witness in the field of geology and hydrogeology at public meetings, municipal proceedings, and court cases.
